Specification and tendering

Fix what you buy before anyone prices it.

Quotes from different suppliers differ in usable capacity, warranties and scope, so they cannot be compared as they stand. A specification (Lastenheft) fixes what you buy before anyone prices it, and every bid then answers the same requirements.

Scope

What you get

Every bidder answers the same specification.

Engineers and site staff on a site visit next to a large water tank

The specification fixes power, usable capacity, efficiency, degradation and warranty terms for each component, plus grid code compliance, fire protection and O&M (operation and maintenance). We run the tender, answer the bidders’ questions and bring every bid onto the same basis, so that the bids can be compared technically and commercially.

  • Specification (Lastenheft): power, usable capacity, efficiency, degradation and warranty terms per component, availability, grid code compliance, fire protection, control and monitoring interfaces, O&M, acceptance criteria
  • Bidder shortlist
  • Tender package and Q&A handling
  • Normalised bid comparison, technical and commercial
  • Negotiation support

Scope

What we need from you

We need the result of your analysis and your procurement rules.

Electric vehicle charging under a solar-covered carport

We build the specification on the sizing from an earlier analysis or study and on your own procurement rules. When we know your decision makers and timeline from the start, the tender stays on schedule.

Process

How it runs

Five steps from a draft specification to an award recommendation.

1

Specification draft and review

We draft the Lastenheft and review it with you before it goes to any bidder.

2

Bidder shortlist

We propose a shortlist of bidders able to answer the specification in full.

3

Tender and Q&A

We run the tender and answer bidder questions on your behalf.

4

Bid evaluation

We bring every bid into one technical and commercial comparison.

5

Award recommendation and contract annexes

We recommend an award and prepare the technical contract annexes.

Terms

Role and fee

This is how we are engaged on this service and how the fee is set.

One role per project

On every project we take one of two roles, never both. As independent advisor we are paid a fee, earn nothing on hardware and take no commission from manufacturers or installers. As turnkey partner we deliver the system through vetted installation partners under one contract. If we wrote the specification or evaluate the bids, we do not bid.

Fee

Load-profile analysis, feasibility studies, quote reviews and acceptance tests are offered at a fixed price agreed on the scope. Owner's engineering is billed by day rate or as a fixed fee. Turnkey delivery is a fixed-price contract.
